Haydon 3 (Priory Vale) S.106 Highways Contribution - Where did it all go?

Cllr Dale Heenan, Member of Planning Committee, speaking about the Tadpole Farm S.106 Highways contributions on 12th June 2012.
"And this scheme will be built over the next ten to fifteen years, so what we decide in the next few months may not be what actually is needed in the area in ten years time, so I would also like the period to be there so that the Highways Officers can be, I wouldn’t want to say as generic as possible, but keep the recommended scheme of works fairly high level...."

Where did the Haydon 3 Highways contribution go?  Is this an indicator of what might happen to the Highways contributions of the Tadpole Farm S.106 agreement?

  1. At a Swindon Borough Council Cabinet meeting on 19th January 2011 a report is submitted concerning Haydon 3 S.106 Allocation Proposals. This report states at 2.1.7 - Highway Contributions – “Make available a relatively small proportion to the Northern Development Area for more localised projects such as safety schemes and other ‘integrated schemes’in line with the terms of the agreement.” 
  2. At 5.8 the report states that “the funding can...be used flexibly for off-site highway improvements works across the Borough. Indeed, the sum involved has been justified on this basis. All works need to be related to the Development in some way.”
  3. The original £17.1m for highways contributions in the Haydon 3 Agreement is reduced to £12.6m in the Deed of Variation (2008) but only £11.675m is available to support future projects.
  4. The £11.675m of highways contributions from the Haydon 3 S.106 Agreement is now funding improvements to the Bruce Street Bridges and other roundabouts on the Great Western Way.
  5. The current administration has invested £45m in highways infrastructure at Wychelstowe which will be funded long term by land sales.  However, the construction of the Purton/Iffley Road is considered to be too expensive even though it was considered essential infrastructure for the Northern Development Area. 
  6. The Haydon 3 Highways contribution of £11.675m for the Purton/Iffley Road link can never be recovered.  The link may have to be funded from scratch unless another £11.675m is found from another source.
Is there reliable evidence that ORA members should be concerned about where the Tadpole Farm S.106 Highways contributions might eventually be spent in ten to fifteen years time?  Does keeping the S.106 agreement for highways generic and high level mean that the money might be spent Borough-wide as in the Haydon 3 agreement?  Is there a danger that the money will never benefit the residents of Priory Vale?  If Cllr Heenan is talking about a scheme that will be built over the next ten to fifteen years then will there be a need for another deed of variation similar to that of the Haydon 3 agreement?  What safeguards do the community have that promises will be kept by this administration or by a future administration?
